Is WhatsApp automation legal in Singapore?

Yes. Automation on the official WhatsApp Business API is fully permitted by Meta. This is a mainstream, sanctioned way to do business: Meta has reported that more than 200 million businesses use its WhatsApp Business tools every month. Two sets of rules apply, and both are simple to follow.

Meta's rules first. Customers must opt in before you send them business-initiated messages, for example by messaging you first, ticking a box on your website, or agreeing in person. Once a customer messages you, you can reply freely inside a 24-hour service window. Outside that window, you send pre-approved template messages.

Singapore's rules second. The Personal Data Protection Act (PDPA) requires consent to collect and use personal data, and you must honour requests to withdraw it. Before sending marketing messages to Singapore numbers without clear consent, check the Do Not Call Registry. The Spam Control Act adds the basics for bulk commercial messages: identify your business accurately and include a working unsubscribe option. If you only message people who contacted you first, you are on the safest possible ground.
